QV12.30SR3 - QMC displaying “Cluster is down” and the status of all tasks is “Unrunnable"

Description: We have observed that for a few minutes the QV distribution service shows as down and all the tasks in the QMC display the status as "Unrunnable".

And within some 3-4 minutes the QV distribution service resumes automatically and tasks status also changes back to previous status.

We have also observed, that there were two tasks which went into long running state since the "Unrunnable" error occurred on QMC.
