Have effects of Document Properties related to Section Access changed behavior (recently)?

Hello Qlik community,

In the past I was able to load any sort of Section Access script within a document, and so long as the requisite settings in Document Properties were not applied, the section access was completely ignored.

Now in running some tests, loading a blank document consisting of nothing but a deliberately invalid section access entry, I am finding myself locked out of the document every time.  Trying all different combinations of settings under Document Properties ~> Opening ~> Initial Data Reduction Based on Section Access | Strict Exclusion is not changing the outcome.

Per prior understanding:

Initial Data Reduction Based on Section Access - on/off switch for section access.

Strict Exclusion - If Initial Data Reduction Based on Section Access is checked, then the Strict Exclusion property is activated.

If Strict Exclusion checked - the end-user MUST have an entry in the section access table or they get denied document access

If Strict Exclusion unchecked - the section access table will attempt to perform data reduction according to matched entries, if no match found, the unlisted user gets access to the full document and all data areas.

(So for true end-user restriction, it was the Initial Data Reduction Based on Section Access + Strict Exclusion combination that was necessary)

Have these behaviors been modified?  Any timeframe when?
