Show rows where both statuses are used

I have a list box in which the user is supposed to select 2 statuses - in this example it's Building Non-Prod and Closed - and see the avg days between the two steps in the charts. As you can see, however, it's showing data for tickets that are not hitting BOTH of the statuses. Any idea how to get this working?
