Can anyone tell me how to align axes to eliminate space that is highlited yellow?

it can't be eliminated. This is because the space is assigned according to the longest text ('Operating practices' in this case). But you can arrange legends vertically, so it may work for you,

As Jaime stated you will not be able to affect the distance between the legend items. The only option would be to change the sort order of the dimension, so that the longest dimension values ends up last.
Nina, I have come across this issue. I couldnt able to reduce the space. But what you can do is you can try changing the font size from Chart properties->Presentation tab, under legend settings, you can change the font. Or try changing the position of the legends by pressing ctrl+shift, hold key and drag the legends. Or in general tab of chart properties, click reset user sizing and reset user docking to change the position and resize it.
You say that you could not reduce the space. What is then the purpose of changing the font size?

Yes at that position of the legend the space is big. I dont find a solution. I just want to avoid spaces between the legends. see the screenshot below.

It is not a solution. Atleast to avoid the spaces, i just did.
Very often the legend doesn't look so nice. Therefore a lot of times I use textboxes with pictures. One simple soultion could be: use the snipping tool to cut out the legend (in several parts) and show it in e.g. 3 textboxes which you can allign and arrange as you want. Sure, its not dynamic - but even this could be done with some conditinal show of pictures
