I would use

Count({<EmployeeId={"=OT1>OT2"}>} distinct EmployeeId)

This assumes that each employee only has one value of OT1 and one value of OT2. If there are several, you need to use e.g.

Count({<EmployeeId={"=Sum(OT1)>Sum(OT2)"}>} distinct EmployeeId)
