Chart (pivot table) MaxString (expression) & conditional

I have the tutorial from QV where at a chart (pivot table) it use MaxString (Field) to retrieve the values as you can see below: 

What's the purpose of the conditional?

When i use the same expression when i select clear all i still have data at the chart.

do you know why?
