looking in the forums this problem was solved by a guy who share this:

Create a folder on your PC e.g. C:\ QSTemp
From the start menu in search type: regedit and select regedit.exe
Locate the following: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\Personal
Double click on Personal.
It will look something like this

Copy the contents and save in a text file
Replace the copied value with the path of the folder you created: C:\ QSTemp and exit the registry
Locate the Qlik Sense installer .exe
Right Click and select ‘run as administrator’ – the installer should run OK.
When completed, go back into regedit (it will open at the correct place) and replace the temporary value with the one you copied into the text file.
