Users are unable to refresh data in Qlik Sense Business

We've transitioned everything from Qlik Sense Cloud Business to Qlik Sense Business smoothly enough, but one frustration we've run into is that our users are unable to manually refresh the data when they need to. This is the case for users with view, edit, and admin access to particular spaces. They are unable to refresh from the hub, and they are unable to access the data load editor. 

Has anyone been able to find a way to allow users to refresh the data in an app, preferably from the hub? Our users need to be able to see updated data when they are looking at apps.

Unfortunately, no. Although I can't say for sure if anyone has tried since the end of 2019.
