Issue loading KML file to the latest version of Qlik (Sept 2018)

I am trying to load the attached KML file downloaded from the Census website.  The data are not getting parsed correctly (screenshot).  Another user was able to load it properly with an April 2018 version, but I'm not sure if it's versioning.  

I hope someone could provide some assistance.

I'm tested on Qlik Sense Desktop Sep -2018 and no problem found
